Guide and fact sheet

  • The Chamber of Commerce has published a practical guide in English gathering all the useful information on electronic invoicing: presentation of the regulatory framework, explanation of electronic invoicing, advantages, testimonials, introduction to the different types of support and other practical information.
  • The fact sheet of the Chamber of Skilled Trades and Crafts (in French) presents a summary of the most important information in two pages.

Videos

The Ministry for Digitalisation is offering a series of 8 explanatory videos on the subject of electronic invoicing. These videos, which are between 1 minute 30 seconds and 9 minutes 30 seconds long, are not exhaustive, but provide information on the essential elements of the subject. The two types of procedures on MyGuichet.lu

Below you will also find links to two tutorials that explain how to use these two types of procedures in a video. However, given the many improvements and changes that have been made to the online forms since the first versions, these tutorials are no longer up to date. Instead, we recommend that you simply read the detailed information provided on the pages describing the procedures themselves and use the online forms directly, which are generally intuitive and should not require you to watch a video beforehand in most cases.

The Peppol network: list of service providers

Two non-exhaustive lists, one of billing software publishers and national Peppol service providers and the other of international Peppol service providers, have been drawn up by the Chamber of Commerce and the Chamber of Skilled Trades and Crafts. Any provider wishing to be included on one of these lists can apply by contacting us by email and providing all the information indicated for each provider in the respective list.

An exhaustive list of all Peppol service providers, including those who may not offer their services in Luxembourg, can be found on the following web page:

Semantic and technical information

Below are listed:

  • first, an XLS file describing:
    • semantically all the data fields of an electronic invoice, respectively a credit note on the basis of the business terms (BT: Business Term) defined in the European standard on electronic invoicing EN 16931-1:2017+A1:2019;
    • the correspondence of these BT to the data fields used in the MyGuichet web forms for manual input of an electronic invoice or a credit note;
    • the correspondence of these BT to the data fields used in the 2 types of PDFs (electronic invoice and credit note) generated, after reception via Peppol and on the basis of the data of the received XML, for the public sector bodies receiving their invoices or credit notes via the access point and the government's digital mailroom (“CTIE access point”); 
    • the correspondence of these BT to the data fields used in the Peppol BIS standard using UBL as XML format (syntax).
  • 2 PDF files serving as typical examples, as paradigms showing which data fields of an electronic invoice, respectively a credit note are displayed where and in which way in the PDF generated after reception via Peppol of the respective XML;
  • the description of the naming rules applied to files transmitted to public sector organizations that use the government's access point and digital mailroom.

Files to download:

  • Semantical description of the data fields (BT) (Excel, 275 Ko) of the EN 16931-1:2017+A1:2019 standard and of their correspondence to the data fields of MyGuichet, the PDFs and the Peppol standard (XLS). This file may be read in the 3 following languages: French, English and German. To change the display language in the XLS, the user must choose at the top of the 1st tab the desired language.
  • Typical example of the PDF generated after reception via Peppol on the basis of the data in an electronic invoice. (Pdf, 25 Ko) This file shows where and how the BTs (Business Terms) of the EN 16931-1:2017+A1:2019 standard are displayed in the PDF of an invoice. To understand the meaning of a BT, the user may check it in the XLS provided above.
  • Typical example of the PDF generated after reception via Peppol on the basis of the data in an electronic credit note.This file shows where and how the BTs (Business Terms) of the EN 16931-1:2017+A1:2019 standard are displayed in the PDF of a credit note. To understand the meaning of a BT, the user may check it in the XLS provided above.

Caution: The PDFs described in the XLS file above, and the typical examples of PDFs proposed above correspond to the PDFs generated based on the XMLs received via the government's Peppol access point (“CTIE Peppol access point”).

Even if most of the Luxemburgish public sector bodies use this access point, many public sector bodies receive nevertheless their files via other Peppol access points. These other platforms may either not generate PDFs at all, either generate PDFs differing regarding their content and their layout.
